Any member can register for a Gym leader, but not every member will be a Gym Leader. Staff will of course accept those who they believe to be Leader worthy.
When you register for a Gym Leader position, you do not have to use the canon gym type that corresponds to its Gym. This means, if you want to be a Petalburg Gym Leader, you do not have to use Normal-type Pokemon. You can use any of the 17 types that you wish. Likewise goes for all other Gyms and their types.
Next, as a Gym leader, we're going to follow a bit of the Anime rules on this one. Gym Leaders, you are only allowed to use three Pokemon during a Gym Battle. No, this does not mean that you can only own three. Merely, you can only use three while you are having an official Gym battle. Next, you are not allowed to switch Pokemon out during a battle, unless you use a move that forces it (i.e. U-Turn). This means that, even if you have sent out a Pikachu, and it's hella weak, you cannot switch it out for another Pokemon. Lastly, this rule may not last forever, but it all depends on how things go. Gym Leaders are not allowed to use extra items during battle. This means no potions, no ethers, no paralyze heal, etc. You may use berries that do the same thing, but they must be held by the Pokemon before hand.
Gym leaders, we will be roughly following the Leader system integrated into the Gen III games. This system follows as such:
Leaders:
#1: Lv 14-15
#2: Lv 17-19
#3: Lv 20-23
#4: Lv 26-28
#5: Lv 28-30
#6: Lv 30-33
#7: Lv 41-42
#8: Lv 40-44
What this translates out to is that, the first Gym Leaders pokemon must be between Lv14 to Lv15. Likewise, Leader #3 (that is, the gym leader of Mauville City) must have pokemon between Lv20 to Lv23. Now, with that said, we are also integrating a little something different.
You know how in the games, the Leaders usually have a first set of pokemon, then later on when you come back for a rematch, they have strong pokemon and new ones (in HeartGold SoulSilver)? Well we're gonna try that here too. However, this is how we're going to do it.
When you make a Gym Leader (which I assume you're doing if you're reading this guide), you get to start off with 6 Pokemon unlike regular trainers. The first three you choose must be within the levels of the gym you want to run. The second set of three (if you all so choose to take) must be at no higher level than level 62. There is a difference between how these two sets run.
The first set with the already predetermined levels are there permanently. This means that, the three pokemon you choose for this first set are there to stay forever. They cannot be changed with another pokemon, they cannot level up and cannot learn new moves, amongst anything else. The reason with this is to comply with a rule stated way above, where a gym leader can only use three pokemon in an official gym battle and cannot switch out in one. The second set of pokemon now are given for more freedom to expand ones strategy.
The second set may start off at any level under 63. The difference with these and the first set is that you can use them as any regular pokemon. You can level them up, switch them with other pokemon from your PC box you manage to catch, teach new moves, take out moves, trade, evolve, and much more that your mind can think of. These pokemon shall be trated as your "rematch" pokemon, which can be leveled from 1 to 100 if you got the time of day to post and win trainer battles or whatnot.
PS: your extra pokemon (the ones that aren't mandatory for you to have) must be or contain part of the type your gym leader specializes in. That means that, say you choose to be a Ghost-type gym leader, every pokemon you have must be full or half Ghost-type. Don't whine or complain about this, this is mandatory. It is the downfall for being able to start off with stronger pokemon rather than starting off weak like a regular trainer.
